Hello again,
I have just noticed that it not only caused this noise effect with a single RAW but also with 2 RAW files spaced at 2 EV. I then added a 3rd RAW file another 2 EV to the plus side (+2), so that I had a -2,0,+2 and the effect finally cleared up. I have this once in a while but this is the first time I have really paid attention to it and looked into it. I shoot a canon 40D with 14bit RAW.

try choose a white point/black point with 1 raw file result. Local Tonemappers tend to do that when not enough data is available for removing sensor noise.

See the other post, I think the ultimate solution involve a combination of the following:

1. the dynamic range of source will be user-controllable

2. some sort of more aggressive noise reduction of the source

3. some sort of more aggressive noise reduction of the result (like what you can do in NeatImage)
